He was one of the outstanding personalities of the public library world of his time. His sound and practical 'no nonsense' administrative qualities enabled him to make a great success of organizing MANCHESTER's new Central Library and of integrating there all the many collections and services previously housed in a variety of mostly unsuitable accommodations. He was an active member of the LA Council from 1925 and President 1948. He wrote little but his exceptional gifts as a public speaker made him an outstanding representative of the LA on many occasions.
